TRICARE credentialing is important for all providers. It determines whether a healthcare provider can bill for services for active-duty military families, retirees, and reservists connected to the U.S. military.
New York is a particularly important area for this. Why? Well, NY is inside the TRICARE East Region, which is a 24-state coverage area, including Washington, D.C., and is administered by Humana Military. Naturally, New York State has a large population of active-duty military personnel (around 47,325), and providers can benefit from this.

TRICARE NY Provider Enrollment & Credentialing Requirements
We have already mentioned that NY falls completely inside the TRICARE East region. Because of this, every provider in the state has to apply for credentialing through Humana Military.
Healthcare providers that are in the West have to do it via TriWest Healthcare Alliance. Most of the documentation required for New York providers is the same as the federal standard. So, here’s what you need to gather to meet the TRICARE New York credentialing requirements:
- A current, unrestricted New York State medical license that permits independent practice.
- A Type 1 (Individual) National Provider Identifier (NPI).
- Proof of graduation from an accredited school, along with transcripts
- Board certification documentation, where applicable.
- A current Drug Enforcement Administration (DEA) registration and New York State Controlled Substance certificate, if the specialty requires one.
- Proof of malpractice coverage that meets Humana Military’s minimum limits.
- A clean Office of Inspector General (OIG) exclusion and SAM debarment check.
- An updated CV with no unexplained gaps longer than six months.
- BLS/CPR certification that includes a hands-on, in-person component, since fully virtual courses are rejected.
Some Specific Requirements for TRICARE New York
Most other states verify a physician’s credentials via a state medical board. New York is a bit different and handles this in a different way. In NY, instead of a medical board, physician licensure has to run through the New York State Education Department’s (NYSED) Office of the Professions. This office then independently verifies the core credentials of the healthcare provider before issuing a license.
For providers who did not graduate from an LCME, AOA, or CACMS-accredited program, NYSED requires use of the Federation Credentials Verification Service (FCVS) to establish a primary-source-verified file. This is an additional step for TRICARE provider credentialing in New York, and healthcare practitioners in most other states do not go through this.
TRICARE New York Credentialing Application Guidelines
Once a provider has all the required documentation in hand, the rest of the TRICARE New York credentialing and enrollment process follows the standard process that is practiced in other East region states. Take a look.
Step 1: Confirm the Network is Open
What you need to know before starting credentialing with TRICARE New York is that Humana Military periodically closes its medical, surgical, and ancillary networks to new applicants while keeping select specialty categories open.
So, as a New York provider, you must first check the network status. Only invest your time in filling out the application if the network is open.
Step 2: Submit the TRICARE Provider Certification Application
This step establishes the provider as a TRICARE-authorized, non-network provider. It confirms the provider meets the federal licensing and background standards described above.
Step 3: Build Out a Complete CAQH ProView Profile
Humana Military’s credentialing team pulls licensing, malpractice, and background data from CAQH ProView. So, your profile must be up-to-date. Also, make sure to grant Humana Military access to your profile, or just keep the global access open.
Please also note that CAQH profiles require re-attestation every 120 days, and a single lapsed attestation can freeze an otherwise complete application.
Step 4: Request Network Participation
Certification alone only authorizes a provider to bill as an out-of-network provider. To join the in-network panel, the provider must submit a separate network participation request once certification is complete.
Combined, TRICARE New York credentialing timelines in the East region run 90 to 120 days from a complete application to a final decision.
New York State TRICARE Enrollment & Credentialing Challenges
Here are some challenges that providers encounter when getting credentialed with TRICARE New York:
- State Protections Don’t Cover TRICARE: NY’s 90-day HMO/insurer credentialing rule and provisional billing allowance for newly licensed/relocated providers don’t apply to TRICARE. Since it’s a federal DoD program, the full 90- to 120-day federal timeline still applies regardless of state rules.
- Extra Licensing Verification Layer: NY’s use of NYSED’s Office of the Professions (and often FCVS primary-source verification) adds to the processing time. Humana Military’s own verification can’t meaningfully start until the NY license is active. So, any state licensing delay pushes back the whole enrollment timeline.
- Rural Network Gaps:
- Rural NY counties have about half the statewide rate of primary care physicians, and several North Country counties are federally designated shortage areas for primary care, dental, and mental health.
- Fort Drum area TRICARE beneficiaries rely on an already thin civilian provider pool, so credentialing delays there hit harder than elsewhere.
